  • th EMN-REG Meeting and 8th RRF-TWG on Reintegration and Development - Brussels

    At the 4th EMN-REG Meeting and 8th RRF-TWG on Reintegration and Development, Samuel Hall brought a local development lens to the broader discussions on strengthening referral systems, improving coordination, and enhancing local ownership across countries of origin. As Member States, EU institutions, and partners reflected on the rollout of RRF referral desks, case-management challenges, and the need to better link national and local mechanisms, our Somalia presentation highlighted why a nexus approach is essential.

    Using insights from Bosaso, we showed how urban reintegration is shaped by economic informality, service gaps, and weak political participationand how locally led, community-centred processes can help municipalities co-design more sustainable reintegration solutions.

  • Presentation to the EU Delegation

    October 2025

    Samuel Hall’s Executive Director presented insights from the Local Leadership East Africa Return and Reintegration Network (LLEARN) project in Somalia at the European Union Delegation in Kenya. The presentation showcased evidence gathered from Bosaso, Puntland — one of Somalia’s main hubs for migration and return — and outlined opportunities to strengthen local reintegration outcomes through data-driven, locally led approaches.

    Objectives of the Presentation
    The presentation aimed to:

    Share field-based evidence from discussions with returnees, internally displaced persons (IDPs), hosts, and local actors in Bosaso.

    Identify opportunities to strengthen return and reintegration outcomes aligned with EU action and partnerships.

    Reflect on what works and highlight current realities of reintegration in Somalia.

  • LLEARN Showcase: World Refugee Day 2025

    The Local Leadership East African Return and Reintegration Network (LLEARN) was introduced at  the World Refugee Day 2025 celebrations in Kenya.  The introduction highlighted LLEARN's core objectives:

    • Knowledge Sharing
    • Capacity Building
    • Network Strengthening

    With over 800 participants in attendance, the event marked a significant milestone, showcasing LLEARN as an example of a new way of working that puts local leadership at the forefront of sustainable reintegration efforts in East Africa.
