Policy Alignment
LLEARN supports key frameworks like the Global Compacts on Migration and Refugees, the IGAD Nairobi Process, and national policies such as the Kenya Refugee Act 2021 and Ethiopia's Refugee Proclamation No. 1110 of 2019.
By integrating returnees into local governance structures, the project fosters sustainable reintegration models aligned with national and regional priorities.
Alignment with Global & Regional Processes:
The project is linked to the Khartoum Process, IGAD Nairobi Declaration, and the Joint Valletta Action Plan, ensuring a cross-regional impact on migration governance.
Multi-Stakeholder Engagement:
Strengthening engagement between municipal authorities, CSOs, refugee-led organizations, and research institutions for more inclusive and sustainable policy-making.
Building on Existing Networks:
Partners bring expertise from FAiR, the EU-IOM Joint Initiative, and previous ICMPD-led projects on return and reintegration.
Sustainability & Scalability:
The participatory forums and governance tools developed through LEARN will create long-term, replicable models for urban (re)integration.
Relevance for MMD Grant Facility
The initiative feeds into the Migration and Mobility Dialogues (MMD) process, generating insights for more inclusive and locally-led migration governance structures across the region.
